Research Interests
For nearly twenty years, I studied the extraterritorial application of the United States Constitution, that is the ways in which the Constitution does (or does not) apply to individuals located outside the United States. More recently, I have turned my attention to the application of the Constitution to noncitizens within the United States. My SJD dissertation focuses on who constitute “the people” mentioned in the Constitution of the United States.
